  1. CTA Communications Delivers the Final Report and Recommendations for ISIRS (Iowa Statewide Interoperable Radio System

Representatives of several local agencies, Iowa DPS, DOT, and HLSEM gathered on 9/20 to listen to the recommendations for ISIRS given by CTA Communications.  CTA was contracted by the three state agencies to do a radio feasibility study and present its recommendations for use in Iowa's State Plan for Communication and Interoperability.

There are three main elements of the proposed ISIRS Network:

  1. The build-out of a new statewide trunked radio system for state agencies,  initially built for Iowa's Departments of Public Safety, Transportation, Corrections and Natural Resources. 

    • 700 MHz, Project 25 infrastructure
    • 109 tower sites
    • Over 5000 radios
    • $127,149,200 Estimate
  2. A migration option for local entities that would enable locals to join the shared network by adding capacity and coverage to the state's backbone.

    • Adding capacity and coverage to the state's 700 MHz, Project 25 network
    • Up to 130 additional sites
    • Approximately 2500 radios (representing 2/3 of local public safety entities)
    • $134,273,400 Estimate
  3. Interoperability among existing legacy systems and users

    • Using "gateway" technologies for UHF, VHF and 800 MHz interoperability
    • Compatibility with new 700 MHz P25 users

Further CTA recommendations include:

    • A phased implementation plan that would follow the DPS troop areas (1,2 and 3)
    • Utilizing dedicated microwave to connect all the towers and consider the ICN for back-up
    • Encourage 800 MHz users to utilize dual-band 700/800 radios that would be compatible with a future ISIRS network
    • Implementing 700 MHz Broadband Data when available

RACOM fully supports the newly named ISIRS Board and the recommendations included in the CTA study.  We agree with the technology choice of P25 and the frequency band recommendation of 700 MHz is wise.  Furthermore, we agree that the use of interoperability gateways, particularly those using IP technology, is essential for connecting legacy radio systems around the State to a new ISIRS network.

We're supporting the ISIRS effort in several ways:

  1. Providing and promoting radios that work on our 800 MHz RACOM Network as well as on a new 700 MHz P25 network.  This provides enhanced coverage and interoperability today while protecting future choices to use the ISIRS shared network, the RACOM shared network, or locally-owned and operated P25 systems.

  2. Encouraging the ISIRS board to use the PSIC grant funds available ($10.9 Million to Iowa, 80% to the locals) to protect existing radio investments by providing the interoperability switch, gateways and repeaters that enable every local public safety agency to participate now with the equipment they already own.

  1. Cyren Call Selected by PSST

The Public Safety Spectrum Trust (PSST) on Friday, October 5th selected Cyren Call as its agent/advisor and to act as the liaison to all commercial operators interested in bidding on the 700 MHz spectrum to build the national public safety broadband network.  The PSST and Cyren Call are now working on a statement of requirements defining the needs of the public safety network.

"Today, Cyren Call provided additional information regarding the core members of the external team it has assembled to advise the PSST on the creation, deployment and ongoing operation of a nationwide, wireless broadband network for Public Safety. Supporting Cyren Call in its role as advisor to the PSST will be RCC Consultants Inc., 4DK Technologies Inc. and RACOM Corporation. Each of these companies has a depth of expertise in telecommunications and an understanding of the needs of Public Safety communications that will meaningfully supplement and expand the talent pool and skill sets that Cyren Call will bring to bear for the benefit of Public Safety."  <Full Press Release>

  1. APCO Selects Technology Change for Phase 2 of P25

Agencies interested in P25 compliant radio systems should pay special attention to the technology changes from Phase 1 to Phase 2 in order to prevent and/or prepare for future upgrade costs.

Most currently marketed radios utilize a form of technology called FDMA, including Project 25 Phase I radios).  However, most are incompatible with a technology called TDMA.  This TDMA is what has been recently selected by APCO as the technology for use in Phase 2 of the P25 standards.

We recommend that agencies speak with potential vendors about the availability of dual technology (TDMA/FDMA) radios today that could be software upgradable to Phase 2,  or to at least have vendors identify the future costs of maintaining compliance with this changing standard.

RACOM is providing several radio options allowing customers selection based upon how they need to protect their investment.  Models are available in UHF, VHF, 700 MHz and/or 800 MHz, P25 Phase 1 and/or Phase 2.

  1. Mandatory Narrowbanding in UHF and VHF

The CTA Communications study also reports that approximately 50% of Iowa's cities and counties are not yet in compliance with the federal narrowband regulations, and up to half of those don't have plans to meet the deadline in 5 years.

Not only is this a mandated change that can have financial implications, but narrower channels can result in weaker signals and consequently, reduced coverage.

  1. Are Your In-car Videos Tamper-proof?

Many in-car video solutions store data in formats that make them easy to distribute, but at what cost?  The availability of video editing software for many standard video formats may be just enough to enable an attorney to create reasonable doubt and clear a guilty client.

  1. New Microwave Data Network Provides Voice Over Wireless LAN (VoWLAN)

Allamakee County, Iowa has implemented a solution that decreases its monthly operating costs for county-wide fire paging.  By implementing RACOM's point-to-point microwave solution using Motorola Canopy for backhaul and Raytheon/JPS NXU-2 voting receivers to convert audio to IP, the county is able to provide voice fire paging without a single phone line.

The wireless network is designed in a self-healing loop, allowing for public safety-grade redundancy.  UPS power is provided at each site, with optional environmental monitoring, alarm inputs, and remote management.

Management and Monitoring of all of the equipment is done remotely by accessing all equipment, including the UPS, radios, and VPN concentrator across the wireless network.  RACOM's monitoring and management solution is also used to provide email and pager notifications

  1. Info-Cop and TraCs - RACOM BOLO

Be on the lookout for officers running "super-queries" and getting back both plate and registered owner information from the State, NCIC, DMV and NLETS.  Demographics from these responses are said to be easily copied over into TraCS Citations & Accident Reports.  This important interface capability was recently set-up by Rich Conner of Iowa DPS.  Thanks, Rich!

 

Be aware also that officers throughout Iowa on this system are capable of multi-agency messaging, real-time data sharing, regional and national warnings and flags and access to previously run responses via advanced reporting capabilities. 

Criminals are concerned over the fact that officers using this system appear to be spending more time policing the streets and less time writing reports.

  1. RACOM Adds 95th Site to the RACOM Network

On September 24, 2007, we added the Pleasant Hill, Iowa site to the network.  The site was designed to provide improved in-building portable radio coverage on the eastern side of Polk County, particularly in the towns of Altoona and Pleasant Hill.  Radios programmed for this site will automatically roam to System 9.
